Ortiz was a talented and popular warrior who fought the best around many times and came out the winner; He began his career with a long winning streak and maintained a high standard of performance throughout; During his career, he won the Junior Welterweight Championship of the World and the Lightweight Championship of the World

He defeated such men as Joe Brown, Duilio Loi, Kenny Lane, Gabriel "Flash" Elorde, Ismael Laguna, Ultiminio "Sugar" Ramos, Cisco Andrade, Lou Filippo, Dave Charnley, Johnny Busso, Paolo Rosi, Len Matthews, Arthur Persley, "Battling" Reymundo Torres, Johnny Bizzarro, Maurice Cullen, Douglas Vaillant and Edmundo Furtado Leite

Herb Goldman ranked Ortiz as the #17 All-Time Lightweight; Carlos was inducted into the World Boxing Hall of Fame in 1986 and the International Boxing Hall of Fame in 1991
