Buzz in Indiana -- Illegal Fights?

I just received this forwarded message from Indiana Boxing Commissioner Jake Hall via email:

Over the weekend there was a Hook and Shoot contest at the Coliseum in Evansville and they were promoting “stand up only” fights which in reality is boxing. They had fighters that were injured badly in their first fight fighting again later in the night. They were all “amateurs.”

If indeed this is true, there's cause for concern, as people could get hurt or killed in such unsanctioned bouts.
